Excise Tax Registration

An excise is a duty on the specific items that are levied at the moment of production or importing of the goods. The registration for Excise Tax had started in the UAE as of 17th September 2017. As per Federal Decree-Law No. (7) Article no (1), the taxable business or its legal representative must register for Excise tax in UAE.  In the United Arab Emirates, any business importing, producing, or stockpiling excise goods, or releasing them from a designated zone is required to register for excise tax.

Entities Subject To Excise Tax Registration

Persons engaging in the following activities are liable for the excise tax:

  • Importing of excise goods into the UAE territory
  • Manufacturing of excise goods intended for UAE consumption
  • Certain cases of stockpiling of excise goods in the UAE
  • The departure of excisable goods from a designated zone

Excise Goods Registration In UAE

The Federal Tax Authority has introduced an electronic system for excisable goods registration in the UAE. The online form along with the supporting documents submitted on the official portal of FTA. The following are the reporting requirements of excise goods registration:

  • Detail of excisable goods
  • Ingredients used in product manufacturing
  • Add marketing details such as images, pamphlets, and videos
  • Product laboratory tests in some cases
  • Pricing for the product is based on the retailers in the UAE or the relevant country

Who Is Exempted To Register From Excise Tax?

Under the Executive Regulation of excise tax Decree-Law Article (12), clause (1) the following entities are considered excise tax-exempted in the United Arab Emirates.

  • When an individual imports Excise Goods whose value is less than that specified in Customs Legislation, provided that the Excise Goods are accompanied by the importer and used for noncommercial purposes.
  • A Stockpiler in case the conditions specified in the Executive Regulation of this Decree-Law are met.

Is There Any Threshold For Excise Registration?

For excise tax registration there is no threshold limit for anyone. The taxable entity can apply for excise tax registration in UAE and is engaged in the following activities such as exporting, importing, trading, manufacturing, and storing the excisable goods.

Documents Required For Excise Tax Registration

For excise tax registration in UAE, you need to submit the following information and supporting documents to the Federal Tax Authority:

  • Passport & Emirate ID copy of the manager, owner, and senior management
  • Trade license  (if applicable)
  • Certificate of Incorporation (if applicable)
  • Details of bank account (IBAN, Bank name, Account number,)
  • Documents of Authorized signatory
  • Articles of Association/Partnership Agreement/Club or Association Registration/Law or Decree (if applicable)

Further business details may be required as follow: 

  • Detail of excise taxpayer according to the role (producer, importer, etc)
  • Detail of Customs Authority registration (if applicable)
  • Information about the excise goods in which business is involved
  • Mention your TRN, if registered in another GCC state for excise tax
  • Issued Customs number (if applicable)

Deadline For Tax Registration

Since October 2017, it is mandatory for all taxable companies to register within the timeframe specified by FTA. Entities must request excise tax registration in UAE within 30 days after either the setting up of the business or the effective date of the law, whichever is earlier. A late registration penalty of 20,000 AED will be imposed on anyone who fails to register on time for Excise Tax.   1. Create or sign up for your account with a registered username/password
  2. Open the excise tax registration form and fill all the pre-populated fields

  4. After reviewing all the details before submission and hit the ‘Submit for approval button
  5. The authorities will send you an email if they need any further queries or information
  6. The status of the application (approval, rejection, or delay) will be notified by the Federal Tax Authority
