What Is a Tax Invoice? 

A tax invoice is the official document a VAT registered seller must give a buyer whenever it makes a taxable sale. It records what was sold, how much VAT was charged, and the total due. Under Article 65 of the UAE VAT Decree Law, issuing and delivering this document is a legal duty, not a courtesy you provide only when a customer asks (Federal Tax Authority, n.d.).

A few terms come up throughout this guide, so here they are in simple words:

  • VAT (Value Added Tax): a 5 percent tax added to most goods and services in the UAE.
  • TRN (Tax Registration Number): the unique 15 digit number the FTA gives a business when it registers for VAT. It proves the business is allowed to charge VAT.
  • Taxable supply: any sale of goods or services on which VAT applies.
  • Input VAT: the VAT your business pays on its purchases, which you can usually reclaim.
  • Output VAT: the VAT you charge your customers and pay to the FTA.
  • Consideration: the total price of a sale, the amount your customer pays.
  • Fils: the small unit of the dirham. One dirham is 100 fils.

A valid VAT tax invoice is what connects these pieces. Without it, your customer cannot claim their input VAT and your own records will not match your VAT return.

Why the Right Format Matters More Than Ever

Enforcement in the UAE is rising fast. In the first half of 2026 alone the FTA carried out 103,680 inspection visits, an increase of 21 percent, linked to around AED 174 million in tax liabilities and administrative penalties. A tidy, compliant invoice is your simplest protection in that environment.

There are three practical reasons to take the tax invoice format in the UAE seriously:

  1. Penalties. Failing to issue a proper tax invoice is an administrative violation that carries a fine per document.
  2. Blocked VAT recovery. If an invoice is missing a mandatory field such as a valid TRN, your customer can be denied the right to reclaim that VAT.
  3. Credibility. A clean, correctly formatted invoice signals a professional business that banks, partners and auditors can trust.

Full vs Simplified: The Two Types of UAE VAT Tax Invoice Format

The VAT tax invoice format UAE law recognises two types of invoice. Choosing the right one is the first decision every seller makes, and it comes down to two questions: is your customer VAT registered, and what is the value of the sale?

Two points that trip businesses up, explained by the FTA in its public clarification (Federal Tax Authority, n.d.):

  • The AED 10,000 line only applies when your customer is VAT registered. If your customer is a member of the public or any business without a TRN, you may use a simplified invoice no matter how large the sale is.
  • A full tax invoice is always allowed. The simplified version is an option you may use, never something you are forced into.

Mandatory Tax Invoice Format UAE: The Fields the FTA Requires

Every field below comes from Article 59 of the VAT Executive Regulations, the law that sets out the FTA tax invoice format. Treat this as your checklist. It is the complete FTA UAE tax invoice format, drawn straight from the regulations.

Full Tax Invoice Format as per FTA

A full tax invoice must show all of the following:

  • The words “Tax Invoice” clearly displayed
  • The supplier’s name, address and 15 digit TRN
  • The customer’s name, address and TRN, where the customer is VAT registered
  • A unique, sequential invoice number that lets each invoice be identified in order
  • The date of issue, and the date of supply if it is different
  • A clear description of the goods or services supplied
  • For each line item: the unit price, the quantity or volume, the VAT rate, and the amount payable in AED
  • The amount of any discount offered
  • The total amount excluding VAT, the VAT amount, and the total amount payable including VAT, all in AED
  • Where the customer must account for the tax under the reverse charge mechanism, a statement saying so with a reference to the relevant law

That reverse charge line matters for imports and certain B2B supplies. The reverse charge mechanism simply means the buyer, not the seller, reports the VAT to the FTA. When it applies, the invoice shows no VAT charged but states that the customer will account for it.

Simplified Tax Invoice UAE Format

A simplified invoice is shorter. This simplified tax invoice UAE format only needs to show:

  • The words “Tax Invoice”
  • The supplier’s name, address and TRN
  • The date the invoice was issued
  • A description of the goods or services
  • The total price and the VAT amount included in it

The key difference is that a simplified invoice does not need the customer’s details, and it shows prices at the gross value with the VAT included, rather than splitting each line into net and tax. This is why the receipt from a supermarket or cafe looks so much shorter than a supplier invoice for a large project.

Notice how the VAT on the simplified invoice is worked back out of the gross total. When your prices already include VAT, the tax portion is the total multiplied by 5 and divided by 105. Here that is 76.00 x 5 / 105 = 3.62, which is exactly the method the FTA uses in its own example.

When you give a discount, VAT is charged on the price after the discount, not before. Show the discount clearly on the line or as a separate figure, then calculate 5 percent VAT on the reduced amount. In our full sample above, the AED 1,000 discount on the joinery line means VAT is charged on AED 17,000, not AED 18,000. Retention is common in construction and maintenance, where the customer holds back a percentage of each payment until the work is signed off. The retained amount is a payment timing arrangement, not a reduction in the value supplied, so the VAT is not reduced simply because part of the cash is held back. Show the gross value, the VAT, the total, and then the retention deducted to arrive at the amount due now.

You may invoice in any currency, but if it is not dirhams you must still show two things in AED: the VAT amount, and the exchange rate you used. The FTA requires you to apply the UAE Central Bank rate on the date of supply. An invoice in US dollars or euros that does not display the VAT converted to dirhams is not a valid tax invoice.

Rounding

Round the VAT on each line to the nearest fils, which means two decimal places, using normal mathematical rounding. So AED 2.357 becomes 2.36, and AED 9.862 becomes 9.86. Rounding is done line by line on a full invoice, not once at the bottom.

Construction rarely bills in one go. Work is usually invoiced in stages against a payment certificate. Electronic Invoicing in 2026 and 2027: The New Tax Invoice Format UAE VAT Rules

The biggest change to invoicing in the UAE is electronic invoicing. This is where a “2026 format” really comes into play, so it deserves a clear explanation.

An electronic invoice is structured invoice data that is created, exchanged and reported to the FTA in a machine readable format. The FTA is explicit on one point that surprises many businesses: a PDF, a Word document, an image, a scanned copy or an email is not an electronic invoice (Federal Tax Authority, 2026). In other words, the Excel and PDF invoices covered above remain valid tax invoices today, but they will not satisfy the electronic invoicing mandate on their own.

Here is how the rollout is scheduled, based on the Ministry of Finance and FTA:

To take part, a business must send its invoice data through an accredited service provider connected to the FTA system, rather than issuing a file itself. Businesses in the first group are expected to appoint that accredited provider ahead of their go live date. Because dates and details can be refined, the FTA states that the Ministry of Finance portal is the only official source, so confirm the current position at mof.gov.ae and tax.gov.ae.

Common Mistakes That Make an Invoice Non Compliant

Most rejected invoices fail for the same handful of reasons. Check yours against this list.

  • Missing or invalid TRN. Without a valid 15 digit TRN, it is not a tax invoice. Verify a customer’s TRN on the FTA portal if you are unsure.
  • Broken invoice numbering. The FTA expects an unbroken, sequential trail. Duplicated or skipped numbers raise questions in an audit.
  • No “Tax Invoice” heading. The words must actually appear on the document.
  • VAT charged on the wrong amount. For example, charging VAT before deducting a discount.

  • Treating a proforma as final. A quotation is not a tax invoice and cannot support VAT recovery.
