When It Stops Being Optional

When Do You Need a Tax Agent in the UAE?

For most businesses, appointing an agent is voluntary, and much of the time your accountant and your own EmaraTax account are enough. These are the situations where the appointment stops being optional in practice.

  • An FTA audit notice arrives

From the first response onward, every word you send the FTA matters. An agent manages the audit, attends the meetings and keeps the file consistent. Our tax audit support runs the whole process.

  • A penalty lands that you believe is wrong

Reconsideration requests must be filed within 40 business days, with legal grounds, and Arabic is the working language of the process. This is precisely an agent's territory.

  • You discover an error in a past return

Whether and how to file a voluntary disclosure is a judgement call with money attached: 1 percent per month before an audit notice, a fixed 15 percent plus 1 percent per month after. An agent quantifies it and files it right.

  • Registrations went wrong

Missed corporate tax registration, a rejected VAT application, a deregistration stuck in review: an agent untangles the file with the FTA directly.

  • You are simply out of your depth or out of hours

Corporate tax, VAT, excise and e-invoicing each carry deadlines and penalties. Delegating them to someone the FTA recognises is often the cheapest insurance a business can buy.

Defined by Law

What Registered Tax Agents in the UAE Can Legally Do

The role is defined by law, not marketing. Under the Tax Procedures Law, Federal Decree-Law No. 28 of 2022 and its Executive Regulation, registered tax agents in the UAE are authorised to act in the name of a taxable person in their dealings with the FTA. In practice that means they can:

The law also binds the agent, which is exactly why the registration matters. A registered agent must keep your information confidential, act with professional diligence, and refuse to take part in any arrangement that would break the law.

One thing no agent can do is take over your legal responsibility: the taxable person always remains liable for its own tax. What a good agent removes is not the liability but the errors, missed deadlines and mishandled responses that turn liability into penalties.

Authorised to act in your name

  • Prepare and submit your tax registrations, returns and refund claims through EmaraTax
  • Respond to FTA queries, notices and information requests on your behalf
  • Represent you during tax audits, including attending meetings and managing document submissions
  • File voluntary disclosures, penalty waiver applications and reconsideration requests in your name
  • Correspond with the authority in Arabic, which remains the language the FTA works in
Two Different Roles

Tax Agent or Tax Consultant: Which One Do You Need?

The two roles overlap and most businesses eventually need both, but they are not the same thing.

Tax consultant and registered tax agent compared, by what they do, how they are regulated, whether they can represent you before the FTA and when each is needed.
AspectTax consultantRegistered tax agent
What they doAdvise: planning, structuring, reliefs, health checksAct: file, respond, represent and dispute before the FTA
Regulated by the FTANot necessarilyYes, registered, examined and insured, on a public register
Can legally represent you before the FTANoYes
When you need oneBefore decisions: structures, free zone status, reliefsWhen the FTA is involved: audits, penalties, disclosures, disputes

At Bestax the distinction is an internal handoff, not a second procurement exercise: our tax consultants in Dubai advise on strategy, and when a matter needs to go to the authority, a registered agent from the same team takes it there with the full context already in hand.

Our Services

Our Tax Agent Services in Dubai

Every matter is handled by a registered agent and reviewed at senior level before anything reaches the FTA. Our representation services cover the situations businesses actually bring us.

  • FTA Representation and Correspondence

We link to your EmaraTax profile as your appointed agent, take over communication with the authority and answer notices completely and on time, in the format and language the FTA expects.

  • Tax Audit Management

From the first audit notice to closure: scope confirmation, document preparation, meeting attendance and a single consistent voice answering the auditors. If the outcome is wrong, we challenge it.

  • Penalty Reconsideration and Waivers

We assess whether a penalty can be removed, then file the reconsideration request within the 40 business day window with proper legal grounds, or apply under the FTA's waiver initiatives where they fit, such as the corporate tax late registration penalty waiver for businesses that file within seven months of their first tax period ending.

  • Voluntary Disclosures

We quantify the error, weigh the disclosure economics and file it correctly, so a mistake stays an arithmetic problem instead of becoming a conduct problem.

  • Return Filing Under Agent Authority

VAT returns within 28 days of each period and corporate tax returns within nine months of year end, prepared from proper records and submitted under an agent who answers for the quality of what is filed.

  • Refund Claims

VAT refunds and corporate tax overpayments pursued with the documentation standard that gets them paid rather than queried.

The Bar You Are Buying

What It Takes to Become a Registered Tax Agent

Knowing what the FTA demands of an agent tells you what you are actually buying.

  • AED 3,000

The cost of entering the register

  • Every 3 years

How often the registration must be renewed

Registration costs AED 3,000 and must be renewed every three years, and practising without it is prohibited.

That bar is the difference between an advisor who says the right things and an agent the authority itself has examined, insured and can hold to account. It is also why the register is public: the FTA wants you to check.

To enter the register, an individual must have:

  • A bachelor's or master's degree in tax, accounting or law, or another degree plus a recognised tax certification
  • At least three years of recent professional experience in tax, accounting or law
  • Written and spoken proficiency in both Arabic and English
  • A pass in the FTA's tax agent examination
  • Professional indemnity insurance
  • Certificates of good conduct and medical fitness

How to Choose Between Registered Tax Agents in Dubai

Once you are choosing among properly registered firms, five questions separate them.

  1. Is the registration current and published?

Verify the TAAN and TAN on the FTA register yourself. Firms that publish their numbers invite the check; treat reluctance as an answer.

  2. Who exactly will hold your file?

A named agent should own your matter end to end. Ask who signs the reconsideration request, not just who attends the sales meeting.

  3. Do they have the full picture behind them?

FTA matters are won on records. An agent backed by in-house accounting and bookkeeping teams can fix the underlying books, not just argue about them.

  4. Are fees fixed in writing?

Disputes and audits are stressful enough without an hourly meter. We quote a fixed fee for a defined scope before work starts.

  5. What is their record with matters like yours?

Ask about outcomes on audits, waivers and disclosures in your sector, and expect specifics rather than reassurance.

Choosing well between registered tax agents in Dubai matters because representation quality varies even above the FTA's bar. The register proves authorisation; it does not prove excellence.

Agency, Not Individual

A Tax Agency in Dubai with a Full Firm Behind It

The FTA registers individuals as tax agents and firms as tax agencies, and the difference matters more than it looks. An individual agent brings one person's capacity. A registered agency brings continuity: your matter does not stall when one person is travelling, and the agent handling your audit sits beside the accountants who keep your books, the auditors who know your statements and the consultants who planned your structure.

That is the Bestax model from our Business Bay office: chartered accountants, tax consultants and registered agents in one team of 35+ professionals, serving clients across Dubai and every emirate, in person or fully remote. When the FTA asks a question, the answer does not need to be assembled from three different suppliers.

The Deadlines Your Agent Watches for You

Most FTA penalties are automatic and calendar driven, which means most of them are preventable by someone whose job is the calendar. These are the clocks running for a typical business right now.

The FTA deadlines a registered tax agent tracks: the trigger, the rule it applies and the penalty for missing it.
DeadlineThe ruleWhat missing it costs
28 days after each VAT periodVAT return filed and paidAED 1,000 first offence, AED 2,000 repeated within 24 months, plus 14 percent per year on unpaid tax
9 months after financial year endCorporate tax return and payment, 30 September 2026 for December 2025 year endsAED 500 per month for the first 12 months, then AED 1,000 per month
40 business days from an assessment or penaltyReconsideration requestThe right to challenge lapses
Before an audit notice arrivesVoluntary disclosure of known errorsThe 1 percent per month rate is replaced by 15 percent fixed plus 1 percent per month
30 October 2026 and onwardE-invoicing provider appointment for AED 50 million plus businesses, go live 1 January 2027, others from 1 July 2027AED 5,000 per month for failing to appoint a provider

Every client receives a compliance calendar matched to their licence, year end and VAT stagger, with an agent responsible for each date on it.

Minutes, Not Weeks

How Appointment Works in EmaraTax

Appointing us takes minutes, not weeks. You approve the appointment, we link as your tax agent to your EmaraTax profile, and the FTA records the relationship on its side. From then on, notices and correspondence route through us, filings are submitted under our agent registration, and every submission is visible to you in your own account, because the appointment adds representation without removing your access or control.

The relationship is also fully reversible: you can revoke an agent appointment at any time through the same portal. We tell every client this at the start, because an agent who relies on switching costs to keep you is an agent relying on the wrong thing. Our clients stay because the filings are right and the deadlines are met, and the appointment records at the FTA reflect over a decade of exactly that.

Appointment, in three moves

  1. You approve the appointment
  2. We link as your tax agent to your EmaraTax profile
  3. The FTA records the relationship on its side

Fully reversible: you can revoke an agent appointment at any time through the same portal.

How We Work

Five steps from the first notice to the last debrief

  1. 01

    Free consultation

Bring the notice, penalty, error or question. A registered agent reviews it and tells you what it means and what your options are, in plain language.

  2. 02

    Fixed fee proposal

A written scope and price for exactly the matter at hand. Work starts when you approve it.

  3. 03

    Appointment

We complete the agent appointment and link to your EmaraTax profile, and from that point the FTA correspondence flows through us.

  4. 04

    Execution

Filings, responses, meetings and submissions handled on deadline, with you informed at every step and consulted before anything binding is sent.

  5. 05

    Closure and prevention

Every matter ends with a short debrief: what caused it, what it cost, and what change stops it happening again.

Had my first corporate tax filing done through Bestax. They offered a tax planning session that was extremely helpful, especially because I was unsure what expenses could be deducted legally. They kinda guided me through the whole process because, as a healthcare professional, I had no clue how things work around here.
