In-Country Value (ICV) Certification

In November 2017, Abu Dhabi National Oil Company (“ADNOC”) introduced the In-Country Value (“ICV”) program to improve the country’s GDP by improving the supply of local goods and services, encouraging the establishment of manufacturing businesses in the country. In 2019 and 2020, various government and semi-government entities (participating entities) joined forces to expand the ICV certification process and launched the Unified ICV Program, which requires all their suppliers to calculate and declare their certified ICV score for the financial year to show how they are contributing to ICV.

NATIONAL ICV CERTIFICATION PROGRAM

In 2021, the ICV program was transferred to the Ministry of Industry and Advanced Technology (MOIAT) with the intention of making the program comprehensive for government and semi-government departments across the UAE.

Furthering the objective of this program is to ensure that business spending is within the national economy in terms of production costs as well as being spent on local products and services. In addition, another key objective of the country’s ICV program is to encourage inward investment, appoint and qualify citizens and create quality job opportunities. In addition, the main objective of this program is to support the UAE industry and recycle a larger share of the cost of purchases and services into the national economy.
