An e-commerce licence allows a business to carry out approved online commercial activities through a website, app, social platform or digital marketplace. The licence does not replace product approvals, customs registration, VAT duties or other rules that may apply to what you sell.
The UAE's Federal Decree-Law No. 14 of 2023 regulates trade carried out through modern technology. It requires digital traders to hold the licences and approvals required by the competent authority and sets rules around customer information, digital payments, data protection and online transactions.

VAT for E-Commerce Businesses
For a UAE-resident business, VAT registration is mandatory when taxable supplies and imports exceed AED 375,000 over the previous 12 months, or are expected to exceed that amount in the next 30 days. Voluntary registration may be available when taxable supplies, imports or taxable expenses exceed AED 187,500.
VAT on e-commerce is not simply determined by the website location. The place of supply, customer, goods, imports and transaction structure can change the VAT treatment.
Corporate Tax for Online Businesses
E-commerce companies are not outside the UAE Corporate Tax system because they sell online. UAE companies and free-zone companies are broadly within the scope of Corporate Tax.
For a standard taxable company, the current rates are 0% on taxable income up to AED 375,000 and 9% on taxable income above AED 375,000. A Qualifying Free Zone Person may receive 0% on qualifying income when all legal conditions are met, but a free-zone licence does not automatically create a 0% tax result.
2026 Digital Commerce Rules Your Store Should Be Ready For
The licence is only one part of running an online store legally. Federal Decree-Law No. 14 of 2023 regulates modern technology-based trade, and Cabinet Resolution No. 200 of 2025 created an active administrative penalty framework for violations.
Before launch, review the customer-facing side of the store as carefully as the company licence:
- Show accurate information about the seller, products and services.
- Display prices and important contract terms clearly.
- Use secure digital payment methods.
- Protect customer data and follow applicable privacy requirements.
